Situation Update No. 3: Escalation of hostilities and displacement across Yemen | Update No. 3 | as of 21 September 2026 | Reporting period: 1 August –20 September 2026 | Countrywide

KEY HIGHLIGHTS A total of 128,382 people (21,397 households) were displaced between 1 August and 20 September 2026. The Displacement Tracking Matrix (DTM) figures, which also serve as the alert baseline for the Rapid Response Mechanism (RRM), show that 98 per cent of this displacement was recorded from 31 August onwards, following the intensification of hostilities on 3 September. Ta’iz governorate hosts 57 per cent of the displaced, followed by Lahj (26%), Aden (7%) and Al Hodeidah (6%) governorates. The increase compared with earlier updates reflects both continued new arrivals and the consolidation and verification of earlier reports. New arrivals continue. DTM recorded 31,482 newly displaced people in the week of 14–20 September. Around 68 per cent of displaced people remain within their own governorate, while 32 per cent (40,692 people) have crossed into another governorate, mainly from Ta’iz and Al Hodeidah into Lahj and Aden. Civilian casualties continue to be verified across affected governorates. Between 1 August and 22 September, OHCHR verified 128 civilian casualties across 37 incidents, including 32 civilians killed and 96 injured; of these, 73 were verified in September alone. Women and children account for more than half of the verified casualties. In Marib, hits on Asdas settlement (Raghwan) and Al-Hamma hosting site destroyed or damaged at least 19 shelters, causing temporary secondary displacement. A total of 90,600 IDPs (12,956 households) have been assisted. The implemented response, covering completed and under way assistance, is highest for WASH and RRM and lower for cash and shelter, while food security partners assisted 6,882 households. RRM stocks are critically low. Access constraints continue to impede the response. Humanitarian movements into several west coast locations have been suspended since 10 September, leaving 533 RRM kits inaccessible. Telecommunications outages in Ta’iz are delaying verification, assistance delivery and cash distributions. DTM has had no access to Al Hodeidah since 9 September, therefore, displacement in this area is likely under-reported. Food assistance faces critical pipeline pressures. WFP has pre-positioned emergency food assistance for 20,000 households in Ta’iz, Aden and Lahj using stocks diverted from the regular pipeline, which must be replenished urgently to avoid gaps for existing IPC Phase 4 caseloads. This update consolidates information from IOM DTM, the RRM, clusters and partners. All figures are provisional and subject to verification, reconciliation and deduplication. Individual figures from DTM are estimated at six persons per household. Because the same households may receive assistance from more than one sector, figures cannot be added across sectors or sources.
