School shooting in Philippines: Three students, including gunman, killed

MANILA: Three students were killed in a school shooting in the southern Philippines on Friday, including a 16-year-old suspected gunman who turned the gun on himself, provincial officials said. Eight others were injured, with ⁠four in critical condition, and all the victims were students aged 14 to 17, said Albert Palencia, mayor of Banga town in South Cotabato, where the shooting took place. The incident follows two fatal gun ‌incidents since June at schools in the Philippines, where school shootings were previously rare. "The suspect supposedly sat beside his friends and told them to go home 'because ‌after lunch, I will be executing my plan'. His friends ‌laughed because the shooter was a known joker," Palencia told Reuters. "After ‌lunch, he started shooting students. ‌He hit 10 students before killing himself," Palencia added. Last month, a student live-streamed himself shooting and killing another student in ‌a classroom in Zamboanga in the country's south before taking ⁠his own life. In June, at least three students were killed and about 20 others injured in an attack at a public high school in Tacloban, where two ⁠classmates opened fire ⁠on campus. The Philippines has relatively strict gun ownership regulations, including background checks and psychological evaluation requirements, although illegal firearms remain in circulation. The Friday shooting also follows ⁠a high-profile incident in Thailand in August, where a student went on a shooting rampage at a school on the outskirts of the capital Bangkok. South Cotabato governor Reynaldo Tamayo urged parents to ensure guns were kept out of reach of minors. "We need to be responsible ‌in storing firearms. Gun owners, in particular, must make sure that minors do not have access to them," Tamayo told Reuters by phone. "We cannot expect a handful of security personnel to monitor thousands of students. Kosovo: War Crimes Verdicts are a Step Toward Justice

The Kosovo Specialist Chambers, based in The Hague, found Thaçi, Kadri Veseli, Jakup Krasniqi, and Rexhep Selimi guilty of war crimes including murder, torture, cruel treatment, and arbitrary detention. The court acquitted the four men on charges of crimes against humanity. The convictions were for crimes committed during the war in Kosovo and northern Albania, against Kosovo Albanians, Serbs, Roma, and others. The court sentenced Thaçi and Krasniqi to 25 years, Veseli to 18 years, and Selimi to 13 years in prison. “This verdict sends an important message to victims and their families that even powerful leaders are not beyond the reach of justice,” said Hugh Williamson, Europe and Central Asia director at Human Rights Watch. “The court’s findings underscore that accountability for serious wartime crimes should apply to everyone, regardless of their position or affiliation.” The judgment documents the scale and severity of the abuses. The judges found that between April 1998 and June 20, 1999, the defendants were criminally responsible for the arbitrary arrest and detention of 385 people at KLA detention sites, the torture of 303 people, the cruel treatment of 49 people, and the murder of 96 people. The victims included Kosovo Albanians perceived as political opponents or collaborators, as well as Serbs and Roma. The judges found that the accused shared a common criminal purpose to target, detain, and if necessary, kill perceived opponents of the KLA, which sought independence from Serbia. They found that the four men worked together to implement the criminal plan, including through detention facilities, military police, intelligence structures, and special units. The court acquitted all four defendants of the six crimes against humanity charges, finding that the prosecution had not proved beyond reasonable doubt that the specific acts were “directed against a civilian population:” one of the required elements to establish crimes against humanity, in addition to the acts being part of a widespread or systematic attack. The court also found the four men not guilty in relation to a number of other alleged war crimes incidents, which it found were either not proven beyond reasonable doubt, absorbed by another more specific charge, or outside the court’s jurisdiction. The latter included alleged incidents after June 20, 1999, when the court found that the armed conflict had ended and the conduct could therefore not qualify as war crimes. The judges stressed that the KLA itself was not on trial and that the case was not about the legitimacy of the KLA’s struggle, the crimes Serbian and Yugoslav forces committed against Kosovo Albanians, or an effort to balance crimes committed by one side against those committed by another. The judgment concerned the individual criminal responsibility of the four defendants for specific crimes against Serbs, Roma, and Kosovo Albanians. The judges said that the trial had taken place in a “climate of witness intimidation.” The court said some witnesses had lied before the judges or changed previous accounts, and that fear for their safety may have affected some testimony. Separately, Thaçi faces a second case, along with four others, before the Kosovo Specialist Chambers for alleged obstruction of justice. The judgment comes against a wider backdrop of incomplete accountability for crimes committed during the Kosovo conflict, including crimes committed by Serbian and Yugoslav forces, Human Rights Watch said. As Human Rights Watch has documented, Serbian and Yugoslav forces were responsible for systematic and widespread crimes, during the conflict including torture, killings, rape, and forced expulsions. At the senior level, former Serbian President Slobodan Milošević and, in separate trials, seven other high-ranking Serbian and Yugoslav officials were tried at the International Criminal Tribunal for the former Yugoslavia. One man was acquitted and six were convicted; Milošević died during his trial. Some Serbian and Yugoslav officials convicted by the United Nations tribunal have subsequently been publicly celebrated in Serbia, underscoring the continuing need for political leaders in Serbia and the region to acknowledge established facts about wartime crimes and support accountability for them. At the domestic level, Serbian courts have convicted 17 individuals by final judgment for war crimes related to Kosovo, including 15 Serbs. Domestic prosecutions in Serbia have largely focused on lower-level perpetrators rather than senior military or police officials. For the vast majority of war crimes, however, no one has been held to account. The September 16 ruling should spur renewed efforts to deliver justice for all the victims of the Kosovo war, Human Rights Watch said. The Kosovo Specialist Chambers has jurisdiction over crimes against humanity, war crimes, and other crimes under Kosovo law related to allegations made in a 2010 Council of Europe report. Dick Marty, the Swiss senator who wrote it, said in the report that some senior former members of the KLA were responsible for abductions, beatings, and summary executions during and after the war. Human Rights Watch documented post-war attacks on Serbs and Roma. Based on the Council of Europe report, the European Union, with strong support from the United States, created the Special Investigative Task Force (SITF), based in Brussels with an international staff, to investigate the allegations. The task force’s lead prosecutor presented his findings in 2014, including on witness intimidation, and concluded there were credible grounds to issue indictments. After Kosovo amended its constitution and introduced a new law in 2015, the Kosovo Specialist Chambers was created, based in The Hague with funding from the EU, as well as from Canada, Norway, Switzerland, Türkiye, and the United States. All three of the chief prosecutors have come from the United States. “For the Kosovo Albanians, Serbs, Roma, and others who suffered these dreadful crimes, this judgment provides a measure of long-delayed justice,” Williamson said. “It is a reminder that all victims of serious crimes committed during and after the Kosovo war deserve justice, regardless of the ethnicity or affiliation of the victim or perpetrator.”

Today, we are looking at Gold versus the U.S. Dollar (XAUUSD), a market currently influenced by a combination of global uncertainty, USD strength, U.S. interest rates, Treasury yields and geopolitical risks. 🌍⚠️ 🌍 Fundamental View | Higher Rates, Stronger USD and Pressure on Gold 💵📈 Global markets remain highly volatile. On one side, geopolitical tensions and economic uncertainty continue to support demand for safe-haven assets. On the other side, the latest increase in U.S. interest rates and higher Treasury yields can create pressure on non-yielding assets such as gold. The Federal Reserve recently raised its policy rate by 25 basis points to a range of 3.75%–4.00%. The possibility of further restrictive policy has supported the U.S. dollar and increased the opportunity cost of holding gold. Reuters +1 The potential short-term mechanism is: Hawkish Fed → Stronger USD → Higher Bond Yields → Higher Opportunity Cost → Pressure on Gold 📉 However, gold is not driven by interest rates alone. This short-term compression is developing inside a broader 4H structure, and price is now approaching important technical decision zones. 👀 🔴 First Resistance Zone: 4368 – 4402 This is the key resistance area near the current price. Above this zone, the next important resistance is around: 🎯 4474 🟡 Main Support Zone: The major support area is approximately: 4260 – 4270 The smaller short-term consolidation area around 4310–4325 may also be relevant for intraday reactions. 🐂 Bullish Scenario | Confirmed Breakout for Medium-Term Longs 📈 If price breaks above the 4368–4402 resistance zone with strong momentum and confirms the breakout on the 4H timeframe, the structure could shift in favor of buyers. A more reliable bullish sequence would be: Breakout → Retest → Confirmation 🎯 After a confirmed breakout, the 4474 area could become the next important resistance and potential target. For a medium-term long setup, a temporary move above resistance may not be enough. Gold Rises Again as Selling Pressure Eases

📊 Market Overview: XAU/USD is currently trading around 4,310–4,320 USD, after rebounding strongly from a low near 4,235 USD in the previous session. On September 17, gold reached around 4,318 USD, while Reuters reported that gold gained more than 1%, supported by a weaker USD and easing oil prices. After the Fed raised interest rates and signaled that further tightening could remain possible, gold continues to face pressure from U.S. yields and expectations for higher interest rates. However, the USD's pullback from a 7-week high, along with lower oil prices, is supporting gold's short-term recovery. 📉 Technical Analysis: • Key Resistance: 4,315–4,325 / 4,345–4,360 USD • Nearest Support: 4,285–4,295 / 4,255–4,270 USD • EMA: Price is attempting to reclaim the EMA 09 after the strong rebound from 4,235. However, the short-term structure has not fully turned bullish yet, as the medium-term moving averages remain above price. A TradingView-based analysis also identifies 4,316 as an important confirmation level; a clear break above this area could open the way toward 4,347. • Candlestick / Volume / Momentum: The sharp decline toward 4,235–4,260 created a long lower wick, followed by strong dip-buying that pushed gold back above 4,300. RSI is currently around the neutral 48–50 zone, indicating that selling pressure has eased, but buyers have not yet gained full control. 📌 Outlook: Gold could continue its short-term recovery if it holds above 4,285–4,295 and decisively breaks above 4,315–4,325. The government submitted legislation to Parliament on September 14 to remove several provisions of the 2021 so-called “child protection” law that restrict the “portrayal” or “promotion” of sexual and gender diversity in content accessible to children. The proposed changes remove the restrictions from laws relating to child protection, media, advertising, and education. The reforms follow an April judgment by the Court of Justice of the European Union finding that Hungary’s legal restrictions stigmatized and marginalized LGBT people and violated EU law. The court found that Hungary could not invoke the best interests of the child to justify restrictions that discriminated against LGBT people and violated fundamental rights. The government deserves credit for moving to comply with that judgment and abandoning the false and deeply damaging equation of LGBT people with threats to children that underpinned the 2021 law. The proposed legislation instead focuses child-protection restrictions on substantively harmful material, including pornography, sexual exploitation, grooming, and age-inappropriate sexual content. However the government’s plans leave other discriminatory provisions in Hungarian law intact. The bill removes restrictions on the “portrayal” or “promotion” of homosexuality and gender diversity from several laws, but leaves unchanged section 5/A of the Family Protection Act, which contains similar restrictions on content accessible to children. Nor does bill address discriminatory language in the Fundamental Law (Hungary’s constitution) or restrictions in the Freedom of Assembly Act that have been used to prohibit Pride and other LGBT-related assemblies. The Hungarian Helsinki Committee, Hungarian Civil Liberties Union (HCLU), Háttér Society, and Amnesty International Hungary jointly welcomed the proposed changes and called for further amendments to fully dismantle the discriminatory legal framework. This goal goes beyond cleaning up Hungary’s statute book but includes reform of Article XVI of the Fundamental Law that provides a constitutional basis for anti-LGBT restrictions and the legislation used to restrict Pride marches. Apple Memory Supplier Explores U.S. Manufacturing With Intel

Apple memory supplier SK Hynix is in exploratory talks with Intel about manufacturing memory chips in the United States for the first time, according to Reuters . One option would see the South Korean chipmaker lease part of Intel's planned manufacturing complex in Ohio. Another would involve a joint venture with Intel and major cloud providers seeking to secure memory supplies, people familiar with the discussions said. No decisions have been made, and other arrangements remain possible. SK Hynix supplies Apple with memory alongside Samsung and Micron. The discussions come as AI infrastructure spending puts pressure on the supply of memory for consumer devices, including iPhones and Macs. Chipmakers have been directing more production capacity toward high-bandwidth memory (HBM) for AI processors, leaving smartphone and computer manufacturers competing for available supplies. In February, Apple reportedly agreed to pay Samsung twice as much for memory chips needed for iPhone 17 production. More recently, analyst Ming-Chi Kuo said Apple was reducing its 2026 hardware shipment plans because of DRAM shortages, with supply constraints also affecting the Mac Studio , Mac mini , and MacBook Air . It remains unclear which types of memory SK Hynix would manufacture under a potential agreement with Intel. Its products include DRAM used in smartphones, computers, and servers, NAND flash storage, and HBM for AI processors. The report does not mention whether a U.S. facility would produce memory for Apple devices. SK Hynix already has an advanced packaging facility under construction in West Lafayette, Indiana. That project will package DRAM wafers manufactured in South Korea into HBM chips, rather than fabricate the wafers domestically.
